  “十四(si)五”时期(qi)是我国(guo)全(quan)面建成(cheng)小康社会(hui)(hui)、实现第(di)一个(ge)百(bai)年(nian)奋斗(dou)目(mu)标(biao)之(zhi)后(hou),乘(cheng)势(shi)而上开启全(quan)面建设社会(hui)(hui)主义现代化国(guo)家新征程、向第(di)二个(ge)百(bai)年(nian)奋斗(dou)目(mu)标(biao)进军的第(di)一个(ge)五年(nian)。中国(guo)共(gong)产党第(di)十九届中央委员会(hui)(hui)第(di)五次全(quan)体会(hui)(hui)议深入分析(xi)国(guo)际国(guo)内形(xing)势(shi),就制定国(guo)民经(jing)济(ji)和社会(hui)(hui)发展(zhan)“十四(si)五”规划和二〇三五年(nian)远景目(mu)标(biao)提出以下建议。

  一(yi)、全面(mian)建成小康(kang)社会(hui),开启全面(mian)建设社会(hui)主义(yi)现代化国家(jia)新征程

  1.决(jue)胜全(quan)(quan)(quan)面(mian)(mian)建(jian)(jian)成(cheng)小康社(she)会(hui)(hui)(hui)取得(de)决(jue)定(ding)(ding)性成(cheng)就。“十(shi)三五(wu)”时期是全(quan)(quan)(quan)面(mian)(mian)建(jian)(jian)成(cheng)小康社(she)会(hui)(hui)(hui)决(jue)胜阶段。面(mian)(mian)对错(cuo)综复(fu)(fu)杂的(de)(de)国(guo)(guo)际形(xing)势、艰巨(ju)繁(fan)重(zhong)(zhong)的(de)(de)国(guo)(guo)内改革(ge)发(fa)展(zhan)稳(wen)定(ding)(ding)任务特别是新(xin)冠肺炎(yan)疫(yi)情严(yan)重(zhong)(zhong)冲击,以习近平(ping)同志为核(he)心的(de)(de)党(dang)(dang)(dang)中(zhong)(zhong)央不忘初心、牢记使命,团结带(dai)领全(quan)(quan)(quan)党(dang)(dang)(dang)全(quan)(quan)(quan)国(guo)(guo)各族(zu)人(ren)(ren)民砥砺前(qian)行(xing)(xing)、开拓创新(xin),奋发(fa)有(you)为推进党(dang)(dang)(dang)和(he)(he)国(guo)(guo)家各项(xiang)事业(ye)(ye)。全(quan)(quan)(quan)面(mian)(mian)深化(hua)改革(ge)取得(de)重(zhong)(zhong)大(da)(da)(da)(da)突(tu)破(po),全(quan)(quan)(quan)面(mian)(mian)依法治(zhi)(zhi)(zhi)国(guo)(guo)取得(de)重(zhong)(zhong)大(da)(da)(da)(da)进展(zhan),全(quan)(quan)(quan)面(mian)(mian)从严(yan)治(zhi)(zhi)(zhi)党(dang)(dang)(dang)取得(de)重(zhong)(zhong)大(da)(da)(da)(da)成(cheng)果(guo),国(guo)(guo)家治(zhi)(zhi)(zhi)理体(ti)系(xi)和(he)(he)治(zhi)(zhi)(zhi)理能(neng)力现(xian)代化(hua)加(jia)(jia)快推进,中(zhong)(zhong)国(guo)(guo)共产党(dang)(dang)(dang)领导和(he)(he)我国(guo)(guo)社(she)会(hui)(hui)(hui)主义(yi)(yi)制度优势进一(yi)(yi)步(bu)彰显(xian);经(jing)济(ji)实(shi)力、科技实(shi)力、综合(he)国(guo)(guo)力跃上(shang)新(xin)的(de)(de)大(da)(da)(da)(da)台阶,经(jing)济(ji)运行(xing)(xing)总体(ti)平(ping)稳(wen),经(jing)济(ji)结构(gou)持续(xu)优化(hua),预计(ji)二(er)(er)〇二(er)(er)〇年国(guo)(guo)内生产总值突(tu)破(po)一(yi)(yi)百万(wan)亿(yi)元;脱(tuo)(tuo)贫(pin)(pin)攻坚(jian)成(cheng)果(guo)举世(shi)瞩目,五(wu)千(qian)(qian)五(wu)百七十(shi)五(wu)万(wan)农村贫(pin)(pin)困人(ren)(ren)口实(shi)现(xian)脱(tuo)(tuo)贫(pin)(pin);粮食(shi)年产量(liang)连续(xu)五(wu)年稳(wen)定(ding)(ding)在(zai)一(yi)(yi)万(wan)三千(qian)(qian)亿(yi)斤以上(shang);污染(ran)防治(zhi)(zhi)(zhi)力度加(jia)(jia)大(da)(da)(da)(da),生态环境明显(xian)改善;对外开放持续(xu)扩大(da)(da)(da)(da),共建(jian)(jian)“一(yi)(yi)带(dai)一(yi)(yi)路”成(cheng)果(guo)丰硕;人(ren)(ren)民生活水平(ping)显(xian)著提高,高等教育进入普及化(hua)阶段,城镇新(xin)增就业(ye)(ye)超过(guo)六千(qian)(qian)万(wan)人(ren)(ren),建(jian)(jian)成(cheng)世(shi)界上(shang)规(gui)模最大(da)(da)(da)(da)的(de)(de)社(she)会(hui)(hui)(hui)保(bao)(bao)(bao)障体(ti)系(xi),基本医疗保(bao)(bao)(bao)险覆(fu)盖(gai)超过(guo)十(shi)三亿(yi)人(ren)(ren),基本养老保(bao)(bao)(bao)险覆(fu)盖(gai)近十(shi)亿(yi)人(ren)(ren),新(xin)冠肺炎(yan)疫(yi)情防控取得(de)重(zhong)(zhong)大(da)(da)(da)(da)战略成(cheng)果(guo);文(wen)化(hua)事业(ye)(ye)和(he)(he)文(wen)化(hua)产业(ye)(ye)繁(fan)荣发(fa)展(zhan);国(guo)(guo)防和(he)(he)军(jun)队(dui)建(jian)(jian)设水平(ping)大(da)(da)(da)(da)幅提升,军(jun)队(dui)组(zu)织形(xing)态实(shi)现(xian)重(zhong)(zhong)大(da)(da)(da)(da)变(bian)革(ge);国(guo)(guo)家安(an)全(quan)(quan)(quan)全(quan)(quan)(quan)面(mian)(mian)加(jia)(jia)强,社(she)会(hui)(hui)(hui)保(bao)(bao)(bao)持和(he)(he)谐稳(wen)定(ding)(ding)。“十(shi)三五(wu)”规(gui)划目标任务即将完(wan)成(cheng),全(quan)(quan)(quan)面(mian)(mian)建(jian)(jian)成(cheng)小康社(she)会(hui)(hui)(hui)胜利(li)在(zai)望,中(zhong)(zhong)华民族(zu)伟(wei)大(da)(da)(da)(da)复(fu)(fu)兴向前(qian)迈出了(le)新(xin)的(de)(de)一(yi)(yi)大(da)(da)(da)(da)步(bu),社(she)会(hui)(hui)(hui)主义(yi)(yi)中(zhong)(zhong)国(guo)(guo)以更加(jia)(jia)雄(xiong)伟(wei)的(de)(de)身(shen)姿屹立于世(shi)界东方。全(quan)(quan)(quan)党(dang)(dang)(dang)全(quan)(quan)(quan)国(guo)(guo)各族(zu)人(ren)(ren)民要再接再厉、一(yi)(yi)鼓(gu)作气,确(que)保(bao)(bao)(bao)如(ru)期打赢(ying)脱(tuo)(tuo)贫(pin)(pin)攻坚(jian)战,确(que)保(bao)(bao)(bao)如(ru)期全(quan)(quan)(quan)面(mian)(mian)建(jian)(jian)成(cheng)小康社(she)会(hui)(hui)(hui)、实(shi)现(xian)第(di)一(yi)(yi)个百年奋斗目标,为开启全(quan)(quan)(quan)面(mian)(mian)建(jian)(jian)设社(she)会(hui)(hui)(hui)主义(yi)(yi)现(xian)代化(hua)国(guo)(guo)家新(xin)征(zheng)程(cheng)奠定(ding)(ding)坚(jian)实(shi)基础。

  2.我(wo)国(guo)(guo)发(fa)(fa)(fa)展(zhan)(zhan)环(huan)(huan)(huan)境(jing)(jing)面(mian)临(lin)深刻复杂(za)变(bian)(bian)化。当前和(he)(he)今后一个时期(qi),我(wo)国(guo)(guo)发(fa)(fa)(fa)展(zhan)(zhan)仍(reng)然处于(yu)重(zhong)要(yao)(yao)(yao)(yao)战略机遇期(qi),但机遇和(he)(he)挑战都有(you)(you)新的(de)(de)发(fa)(fa)(fa)展(zhan)(zhan)变(bian)(bian)化。当今世(shi)界(jie)正经历百(bai)年未(wei)有(you)(you)之大变(bian)(bian)局(ju)(ju),新一轮(lun)科技革命(ming)和(he)(he)产业变(bian)(bian)革深入(ru)发(fa)(fa)(fa)展(zhan)(zhan),国(guo)(guo)际(ji)力(li)量(liang)(liang)对比深刻调整(zheng),和(he)(he)平(ping)与发(fa)(fa)(fa)展(zhan)(zhan)仍(reng)然是(shi)时代主(zhu)(zhu)题,人(ren)类命(ming)运共同(tong)体理念深入(ru)人(ren)心,同(tong)时国(guo)(guo)际(ji)环(huan)(huan)(huan)境(jing)(jing)日趋复杂(za),不(bu)(bu)稳定(ding)性(xing)不(bu)(bu)确定(ding)性(xing)明(ming)显增加(jia),新冠肺炎疫情(qing)影响广泛深远,经济全球(qiu)化遭(zao)遇逆流,世(shi)界(jie)进入(ru)动荡变(bian)(bian)革期(qi),单边主(zhu)(zhu)义、保护主(zhu)(zhu)义、霸权主(zhu)(zhu)义对世(shi)界(jie)和(he)(he)平(ping)与发(fa)(fa)(fa)展(zhan)(zhan)构成威(wei)胁。我(wo)国(guo)(guo)已转向(xiang)高(gao)质量(liang)(liang)发(fa)(fa)(fa)展(zhan)(zhan)阶段,制度(du)优(you)(you)势(shi)(shi)显著,治理效能(neng)提升(sheng),经济长期(qi)向(xiang)好,物质基础雄(xiong)厚(hou),人(ren)力(li)资(zi)源丰富,市场空间(jian)广阔,发(fa)(fa)(fa)展(zhan)(zhan)韧性(xing)强劲(jing),社(she)会(hui)(hui)大局(ju)(ju)稳定(ding),继续发(fa)(fa)(fa)展(zhan)(zhan)具有(you)(you)多方(fang)面(mian)优(you)(you)势(shi)(shi)和(he)(he)条件,同(tong)时我(wo)国(guo)(guo)发(fa)(fa)(fa)展(zhan)(zhan)不(bu)(bu)平(ping)衡(heng)不(bu)(bu)充分问(wen)题仍(reng)然突出,重(zhong)点领(ling)域(yu)关键环(huan)(huan)(huan)节改革任务仍(reng)然艰巨,创新能(neng)力(li)不(bu)(bu)适应高(gao)质量(liang)(liang)发(fa)(fa)(fa)展(zhan)(zhan)要(yao)(yao)(yao)(yao)求(qiu),农业基础还不(bu)(bu)稳固(gu),城乡区域(yu)发(fa)(fa)(fa)展(zhan)(zhan)和(he)(he)收入(ru)分配差距较(jiao)大,生态环(huan)(huan)(huan)保任重(zhong)道(dao)远,民生保障(zhang)存在短(duan)板(ban),社(she)会(hui)(hui)治理还有(you)(you)弱项。全党要(yao)(yao)(yao)(yao)统筹中(zhong)华民族伟大复兴战略全局(ju)(ju)和(he)(he)世(shi)界(jie)百(bai)年未(wei)有(you)(you)之大变(bian)(bian)局(ju)(ju),深刻认识我(wo)国(guo)(guo)社(she)会(hui)(hui)主(zhu)(zhu)要(yao)(yao)(yao)(yao)矛(mao)盾(dun)变(bian)(bian)化带来的(de)(de)新特(te)征新要(yao)(yao)(yao)(yao)求(qiu),深刻认识错综复杂(za)的(de)(de)国(guo)(guo)际(ji)环(huan)(huan)(huan)境(jing)(jing)带来的(de)(de)新矛(mao)盾(dun)新挑战,增强机遇意(yi)识和(he)(he)风险(xian)意(yi)识,立足社(she)会(hui)(hui)主(zhu)(zhu)义初级阶段基本(ben)国(guo)(guo)情(qing),保持战略定(ding)力(li),办好自己的(de)(de)事(shi),认识和(he)(he)把握发(fa)(fa)(fa)展(zhan)(zhan)规律,发(fa)(fa)(fa)扬斗(dou)争精神,树(shu)立底线(xian)思维(wei),准确识变(bian)(bian)、科学应变(bian)(bian)、主(zhu)(zhu)动求(qiu)变(bian)(bian),善于(yu)在危机中(zhong)育先(xian)机、于(yu)变(bian)(bian)局(ju)(ju)中(zhong)开新局(ju)(ju),抓(zhua)住(zhu)机遇,应对挑战,趋利(li)避害,奋勇(yong)前进。

  二(er)、“十四五”时期经济社会发展指导方针和主要目标

  60.健(jian)全规(gui)划(hua)制(zhi)定和(he)落(luo)(luo)实(shi)机制(zhi)。按照本次全会精神,制(zhi)定国家和(he)地方“十四五(wu)(wu)”规(gui)划(hua)纲要和(he)专项规(gui)划(hua),形成(cheng)定位准确、边(bian)界(jie)清(qing)晰、功能(neng)互补(bu)、统一衔接(jie)的国家规(gui)划(hua)体系(xi)。健(jian)全政策(ce)协调和(he)工作协同机制(zhi),完善(shan)规(gui)划(hua)实(shi)施监测评估机制(zhi),确保党中央亚(ya)博游(you)戏“十四五(wu)(wu)”发展的决策(ce)部署(shu)落(luo)(luo)到(dao)实(shi)处。
